An iconic Delhi underpass highlights India's failings in public policy

The flash report for July posted on its website shows that the cost overrun for the ongoing 1,781 infrastructure projects was an estimated ₹4.43 lakh crore. This is more than twice the size of the first ₹1.7 lakh crore Covid-19 relief package announced by GoI. Imagine how many social welfare programs could have been funded. Once every year, for almost ever that I remember, the iconic Minto Bridge underpass in New Delhi is in the news for all the wrong reasons.
There is one heavy downpour during the annual monsoon, which causes the underpass to flood. Last year, a man got trapped and drowned. This year, too, despite desperate stopgap efforts, the underpass got flooded.
