1.  Cracking from all kinds of stresses – like volumetric changes as it dries, or from freeze thaw events, or from dynamic loading 
2.  Spalling and ultimately failure due to the ongoing corrosive nature of steel rebar.

Sometimes, we can use a smaller diameter rebar to accomplish the same strength of construction (engineer determined on a project-by-project basis) and we might even be able to use less concrete!!!
